Nearly three-quarters of the $18.1 million in residential subsidies has gone to 633 customers in upscale communities. The subsidies were designed to attract as many residents as possible. Unfortunately the solar system and installation costs were too high for low income customers, even with discounted utility rates.
Some are urging Los Angeles to follow Berkeley’s solar model. Berkeley plans to pay the costs up front and be reimbursed through 20-year property tax assessments.
